A recent European Trade Union Committee for Education statement on school audits and evaluation of schools clearly stated that School audits must be supportive. The way in which evaluation is organized whether it is inspections or school-based evaluation, affects all parts of the education system and most parts of the teacher’s work. It influences the workload of the teacher, the job satisfaction of the teacher and the general image of the teaching profession in society.
One main risk is that evaluation will be focused too much on easily measurable school achievement, without taking into consideration the complexity of the reality in schools. There is also a risk that teachers, as well as students and parents, will be sidestepped in the evaluation process and made only objects of the process. It is crucial that the focus in schools at all times is kept on providing education based on learning skills and abilities, not on the needs of the next assessment/league table. Only this enables schools to provide a stimulating learning environment.
Reports have reached the Malta Union of Teachers that during a recent School Audit, teachers and other members of Staff were asked to comment on the School Management and Colleagues. It was also alleged that a particular Education Officer asked children in a class room to comment on their teacher and what they thought were the weak points of their teacher. The MUT reported these instances to the relevant Directorate but is yet not satisfied with the actions taken, if any. Unfortunately these few instances mar the efforts being made by the majority of Principal Education Officers and Education Officers who perform their duties in an impeccable manner.
In the context of School Audits, it should be reminded that schools are communities where values are taught, transmitted and challenged. The values of teachers are based on an ethos of respect for each person and this applies to Evaluators too. Reports have also reached the Union that some Heads are refusing to pass on to all Teaching Staff the School Audit Report. This goes against School Transparency and Ethics.
