Moviment Graffitti is planning to appeal the Planning Authority’s decision to give the green light to a 63-apartment block on ODZ in an area known as Ta’ Kassja in Qala, Gozo (PA/09606/19 [1]).
The approved application is “to excavate site and construct basement garages, an office at ground floor level and 63 units organised on 4 floors.”
The activist group writing on social media stated that, “this block of flats in Qala comes as the last stage of a massive and ghastly development, of which 3 previous phases consisting of 100 apartments have already been built.”
It argued that, “this massive development, overseen by Joseph Portelli, represent a flagrant disregard and abuse of planning policies, since it was divided into 4 different stages to evade necessary scrutiny and get approved more easily by the Planning Authority.”
Moviment Graffitti said that the Qala Local Council – will be joining them in this fight, “with the full support of Qala’s Mayor, Paul Buttigieg.”
The Local Council had filed legal action [2] last May calling for the revocation of two permits in the area of Triq Ta’ Kassja. Then again last September, [3] the Council asked the Commissioner for Environment within the Office of the Ombudsman to investigate the Planning Authority’s “inaction” in considering its requests for revocation of the two permits.

“The uglification of Gozo has become apparent to all,” the activists said. “Gozo’s skyline and natural landscape are currently besieged by cranes and excavators, and its localities are facing a torrent of incessant attacks after becoming the new target of the developers’ unabated greed.”
