The Gozo Business Chamber (GBC) has acknowledged the Government’s “efforts to introduce a more structured and transparent Labour Migration Policy.” However, it emphasised that “Gozo’s unique economic and employment landscape must be considered in any national policy.”

The Chamber went on to say that it supports measures aimed at preventing the exploitation of foreign workers, promoting stability, and ensuring a skills-based approach to migration that aligns with Malta’s labour market needs.

The Chamber noted that, “as highlighted in research by the Gozo Regional Development Authority, Gozo’s economy has significantly relied on Third Country Nationals (TCNs) to sustain private sector growth, especially in key industries such as tourism and construction.”

“Unlike mainland Malta, Gozo has a higher proportion of micro-enterprises and a strong preference for public sector employment, making foreign workers vital to its economic progress” said the Chamber.

While the Chamber said that it agrees with the “overarching principles of the proposed policy,” it has raised concerns about certain recommendations that may “disproportionately impact businesses in Gozo.”

Specifically, the GBC said it recommends:

Regional Consideration: A tailored approach for Gozo, ensuring that employment policies do not disadvantage Gozitan enterprises compared to those in Malta.

Exemptions for Students: Allowing students (TCNs) in high-demand sectors to transition seamlessly into the workforce.

Workforce Quotas: A reconsideration of employment limitations for TCNs, which may not reflect the current realities of Gozo’s labour market

The Chamber reiterated the need for a policy that is “flexible and responsive to regional needs, ensuring Gozo’s continued economic growth while safeguarding workers’ rights and maintaining fair employment practices.”
