Preparatory work to implement electronic monitoring is at an advanced phase, with the central system having been installed and being tested, the government said on Saturday.
In a statement, the Interior Ministry said that the electronic monitoring system will be an important change in the areas of justice and correctional services in Malta.
The government stressed that this “reform that will change things from how we know them today, with a new tool that has very clear objectives, which will give peace of mind to the community and victims while facilitating the reintegration back into society of persons who have committed a crime.”
The electronic monitoring law was presented in Parliament by the Interior Minister Byron Camilleri.”The way we are proposing this change and the way we have worked on it, we are always keeping the victim in mind. I have always worked on systems and changes that do not make a person a victim twice. That is why this change also follows other important steps such as the establishment of the agency for victims of crime, because we wanted to have structures that protect the victim first and foremost.”
The Minister maintained that “this does not mean that we do not work on rehabilitation, because it is a very important element, while explaining that the principle that led us here is that of a more rehabilitative system with modern tools that are also used in other countries. A law that is also the result of strong consultation and legal analysis even of Court rulings.”
“Therefore, with the works and preparations now in an advanced phase, both in terms of technological infrastructure, the equipment itself and even in terms of testing and training, this reform has entered another phase. This is so that once the law passes through Parliament, its implementation can begin in phases, stated the Minister.
