To mark European Independent Living Day, the Malta Federation of Organisations of Persons with Disability (MFOPD) reaffirmed that independent living is a ”fundamental human right that must be guaranteed to all persons with disabilities and called for ”concrete commitments” ahead of the election.

It stressed that ”independent living means having the same freedom, choice, and control over one’s life as any other member of society. It means being able to decide where and with whom to live, to access the necessary support in the community, and to participate fully in education, employment, and social life.”

The MFOPD noted that ”while Malta has made progress in recognising the rights of persons with disabilities, too many individuals still face barriers that limit their independence and inclusion. Gaps in personal assistance, accessible housing, inclusive education, employment opportunities, and transport continue to restrict the ability of persons with disabilities to live independently and with dignity.”

As Malta approaches an election period, MFOPD stressed that ”this is a crucial moment for political leaders to move beyond general commitments and deliver clear, measurable action. Independent living must be placed at the centre of policy agendas, backed by adequate funding, transparent timelines, and effective implementation.”

MFOPD called on all political parties and candidates to:

Commit to strengthening and expanding personal assistance schemes that are accessible, adequately funded, and user-controlled

Ensure the availability of accessible and affordable housing within the community

Invest in inclusive education systems that empower persons with disabilities to achieve independence

Increase access to employment opportunities and remove systemic barriers

Improve accessibility in transport and public services

Actively involve persons with disabilities and their representative organisations in decision-making processes

“Independent living cannot remain a promise on paper-it must become a reality in people’s everyday lives,” said MFOPD. “This election must be a turning point where commitments translate into concrete and lasting change.”

MFOPD also reiterated the principle of ‘Nothing About Us Without Us,’ emphasising that persons with disabilities must be actively involved in shaping the policies that affect their lives.

The Federation said it ”remains committed to working constructively with all stakeholders to build a society where every person with a disability can live independently, participate fully, and enjoy equal rights.”
