MSA issues lift regulations reminder for owners & installers

The government has said that under the Inspection of Lifts Regulations (Legal Notice 231 of 2007), all lifts need to be periodically inspected and examined by entities known as “Authorised Conformity Assessment Bodies” (ACABs) approved by the Malta Standards Authority (MSA).
It is the responsibility of the person responsible for the lift or lift owners to appoint an ACAB and ensure these inspections and examinations are carried out as requested by law.
MSA said that it would like to remind lift owners that they have a right to choose any ACAB they wish, as long as the ACAB is approved by MSA. An updated list of approved ACABs can be found on the Authority’s website www.msa.org.mt/rad/lifts/index.htm.
Inspection and examination reports are then to be sent to MSA (in case of residential lifts) or the Occupational Health & Safety Authority (in case of workplaces) by the lift owner or responsible person within 28 days from the date the inspection or examination falls due. Such inspections are in addition to routine servicing and maintenance of lifts, normally carried out by lift installers.

The Malta Standards Authority (MSA) also said that it would like to remind lift installers and lift owners that all lifts need to be registered with MSA using the designated forms available from the Authority’s website www.msa.org.mt/rad/lifts/index.htm.
According to the Inspection of Lifts Regulations (Legal Notice 231 of 2007), it is required that all lift installers register lifts they installed as from 1st July 2002 onwards. These are known as “new” lifts. It is also required that all lifts installed up to 30th June 2002, referred to as “existing” lifts, are registered by the responsible person or owner.
The legal obligations for registering lifts as above have been in force since 1st January 2008 for new lifts and since 1st January 2009 for existing lifts and apply retrospectively.
Failure to register a lift will result in action being taken which may include restricting the use of the same lift.
