Identity/residence documents for non-Maltese persons are now being issued by the Ministry of Foreign Affairs and the Commissioner of Police, as indicated hereunder and therefore, the Identity Cards Office of the Electoral Office will no longer issue identity cards to non-Maltese persons (ie., identity cards bearing a number ending with the letter ‘A’).

THE NEW e-RESIDENCE PERMIT SYSTEM

As already announced by the Government, the Department for Citizenship and Expatriate Affairs (Ministry of Foreign Affairs) will be responsible for the registration of identity, which will form part of the process for the applications for residence documents.

The e-Residence Card, which will be issued, will serve the purpose for both the identity and residency permit.

EU nationals have been able to submit their applications as from, Tuesday 15th January, 2013. Forms are available for download below, or can be collected directly from the Department for Citizenship and Expatriate Affairs.

The section, which is responsible for the issue of residence documents, is open for business on Monday, Tuesday, Thursday and Friday between 0830 hrs and 1130 hrs.

ONLY APPLICANTS WITH COMPLETE DOCUMENTATION WILL BE ACCEPTED.

Application Process for New e-Residence document

All ID cards issued to foreign nationals will expire at the end of March 2013 at the latest. However your current residence documents can be used as an ID until June 2013.

Applicants are invited to submit their application for the e-residence document by appointment.

On Wednesday the Department will be closed to the Public.

Fridays are reserved only for persons enjoying national/international protection.

The application needs to be submitted in person and all supporting documentation presented.

Each applicant must also fill up form ID 1A

The old ID card and residence documentation (with the exception of residence permit stickers affixed on the passports) has to be returned to this Department upon an application for the new residence document being made.

If the card has been lost or stolen, the applicant needs to present us with a police report.

1. Confirmation that a person enjoys FREEDOM OF MOVEMENT or ‘EXEMPT PERSON’ STATUS. (See explanatory leaflet CEA/L/6)

2. Issue of uniform residence permits to third country nationals who have been authorized to reside in Malta in accordance with existing legislation or policies. (See explanatory leaflet CEA/L/8)
