The Government in collaboration with MEPA has launched for public consultation the Strategic Plan for the Environment and Development (SPED) – a document which in the coming months will replace the 1992 Structure Plan and regulate the sustainable use and management of land and sea resources in an integrated manner up to 2020.
MEPA said that in line with Government policy, the proposed Plan seeks to enable economic growth, strengthen employment opportunities, increase competitiveness and innovation whilst ensuring a healthy environment for future generations.
Whereas the 1992 Structure Plan for the Maltese Islands was based on a resource oriented strategy, the SPED adopts an approach where strategic planning is being broadened to encompass the concept of spatial planning. Here the focus is in translating economic, social, cultural and environmental policies into a geographical context.
The SPED, which covers marine waters up to 25 nautical miles and the terrestrial space of the Maltese Islands, was prepared following an analysis of Government Policy and extensive consultation with Ministries and Government entities. This process resulted in a comprehensive assessment of the thematic and spatial issues that influenced the Plan and could also be tackled through spatial planning.
The proposed SPED document can be viewed here. Individuals and organizations are being invited to send their submissions pertaining to this draft Plan in writing to:
MEPA, Director of Planning, Strategic Plan for the Environment and Planning (SPED), P.O. Box 200, Marsa MRS 1000; or through email address: sped@mepa.org.mt.
Submissions should reach the Authority by Friday 16th May 2014.
