Transport Malta has re-launched an updated scheme to regularise outstanding arrears of motor vehicle licence fees.

The legislation has been amended and defaulters, having an unlicensed vehicle registered on their name, will not be able to register or transfer another vehicle to their name.

It is illegal to drive a vehicle on the road without a valid annual circulation licence. If the licence remains unpaid, a monthly administrative fine of €10 will be levied on the vehicle owner, 90 days after its expiry date. Vehicles on the road, whose licence has expired more than 90 days before, will be towed.

The scheme is available for all vehicles that have been scrapped, destroyed, stolen, or garaged without notifying Transport Malta. It is also available for those who were unable to renew their vehicle’s licence.

The scheme also makes provisions for:

Vehicles which have been scrapped by a deceased owner whose heir/s denunciate to the will;

Individuals who have scrapped a vehicle and are residing in a home for the elderly, hospital asylum or similar institutions.

Transport Malta has also launched another scheme aimed at regularising garaged and scrapped vehicles, that have been disposed of without informing the Authority.

Scrappage or de-registration of vehicles is only permitted if the vehicle owner presents a certificate of destruction issued by an authorised facility. This certificate confirms that the vehicle was transferred in accordance with the Waste Management (End-of Life Vehicles) Regulations.

Transport Malta said that it is aware that certain vehicle owners have returned the registration plates of their vehicle, garaged it but then scrapped or sold their vehicle without informing the Authority.

Transport Malta will be sending a letter to all vehicle owners who have garaged a vehicle to confirm the address where such vehicle is garaged. Transport Malta will ascertain that the vehicles are still in possession of the owner.

Vehicles which are declared as garaged but which have been disposed of prior to the 1st November 2013 and without giving notice to the Authority, may be de-registered with the Authority upon presentation of a sworn affidavit by not later than the end of February 2016.

If a vehicle has been unofficially disposed of after the 1st November 2013, a fee of €100 will be paid to the Authority. Such concession will be available until the end of February 2016.

A fee of €500 shall be paid to the Authority for the de-registration of any vehicle which is not disposed of at an authorised facility after the 2nd March 2016.
