A Ministerial working group on post-secondary education in Malta has recommended 26 proposals, which were included in a consultation document. The public consultation is open until the 31st of March 2017.

The report is now being shared for public consultation in the run up to the appointment of a Task Force to work in conjunction with the Ministry on implementation.

The Working Group levered on the significant field experience of its members to identify long-standing challenges that could be addressed by policy-makers within 24 to 36 months of submission of the report.

This report also levers on the results of qualitative focus groups conducted with educators and learners in post-secondary institutions.

The views of learners were given particular importance, since it was decided at the outset that it was necessary to adopt a learner-centric approach when discussing challenges and potential solutions. In developing its recommendations, the Working group also accessed research material and sector intelligence from the EU and US, to identify best practices and re-frame these within the local context.

The report identifies 13 key challenges which can be broadly classified: Teaching & Learning, Pedagogy, Assessment of Learning, Infrastructure Management and Governance.

Based on these present and future challenges, the working group has presented the Minister for Education a total of 26 proposals which provide tangible solutions as a way forward.
