The Parliamentary Ombudsman, Mr Anthony C. Mifsud, in a statement on Friday, has made reference to the consultation process launched by the Planning Authority on amending the Regulations on the Regularisation of Existing Development Regulations.

The Ombudsman stated that “these amendments intended to sanction illegal buildings built on land outside the development zone (ODZ).”

The Ombudsman has urged the Planning Authority and the public to note that he made representations to the Chamber of Deputies “about the culture of abuse of sanctions in the `Ombudsplan 2023′ in the chapter – The culture of sanctioning undermines the rule of law (pages 30-33)

This document was placed on the table of the Chamber on the 4th of October 2022, he said.
