48 Executive Secretaries of the Local Government were assimilated into the Public Service, following a new collective agreement signed last year for the Executive Secretaries of the Local and Regional Councils.

The Parliamentary Secretary for Local Government Alison Zerafa Civelli and the Director General of the Local Government Division Natalino Attard presented the letters of appointment.

Parliamentary Secretary Zerafa Civelli said this is an important step by the Government because through this agreement they are continuing to strengthen the administrative act in the field of Local Government.

She also explained that with this appointment in the Public Service, the Executive Secretaries were given “more security and peace of mind in their office.”

“Executive Secretaries listen to the requests of the respective communities in which they serve, and work hard to address the challenges of the localities and the needs of the citizens. Therefore, it was appropriate that this role be recognised as a position in the Public Service,” said Parliamentary Secretary Zerafa Civelli,

It was explained that the Executive Secretary is the executive, administrative and financial head of the Council. This role requires various responsibilities which include compiling and signing the minutes of Council meetings, submitting an annual administrative report, seeing that decisions are implemented in the shortest possible time and ensuring that funds are invested in the most effective and efficient way, among others.

President of the National Association of Executive Secretaries of Local Councils and Regions Paul Gatt said, “this appointment as officers in the public service demands from you a greater responsibility than ever before, because what we do will not only reflect on the Executive Secretaries but will be reflected on the entire public service.”
