Dr Brendan Zerafa as the first Chief Executive of the Malta Council for Economic and Social Development, MCESD.

?The Parliamentary Secretary for Social Dialogue, Andy Ellul, said that the appointment of a new Chief Executive for MCESD comes after a change in the law aimed at further strengthening the operation and administrative structure of this Council. The Chief Executive will also be serving as the Secretary of the Council.

Dr Zerafa is a graduate of the University of Malta as a Lawyer and also graduated at Masters level from Lancaster University in the UK.

In recent months, Dr Zerafa has served in the role of Executive Secretary of MCESD. He also previously served in different roles within the Government, including within the Office of the Prime Minister and the Ministry for Foreign Affairs, as an advisor on various legal, social and economic matters.

Parliamentary Secretary Andy Ellul said that he believes that Dr Zerafa is a “suitable person to continue to strengthen and advance social dialogue in Malta through this very important organ.”

He referred to the law that amended the operation of the MCESD and said that through it the Young Shapers Forum will be established, a measure that was announced in the Budget for this year and which has now been implemented, and which will see the participation of secondary school students within the MCESD. Therefore, said Dr Ellul, children are being given the chance to shape not only their future, but also their present.
