Moviment Graffitti calls for meaningful work-life balance reforms

As part of its Gustizzja mal-Haddiema (Justice for Workers) campaign, Moviment Graffitti is calling for meaningful work-life balance reforms.

Hybrid work is one of several measures Moviment Graffitti is proposing to address key challenges facing workers today. The Organisation said that simply put, hybrid work allows employees to split their week between working remotely and on-site.

Moviment Graffitti explained how it can make a real difference:

Reduce traffic congestion: Hybrid working directly relieves Malta’s chronic congestion. With over 454,000 registered vehicles on our roads, traffic is choking our towns. Fewer daily commutes mean less gridlock, lower emissions, and more liveable streets.

Better support for families: Parents in Malta struggle to juggle long working hours with childcare. Hybrid work gives families flexibility: fewer school-run pressures, more presence at home, and a fairer division of parenting duties.

Prioritising mental health: Work stress is not a small issue: a May 2025 MISCO survey reveals that 88% of Maltese workers report poor mental wellness at some point in their careers. Hybrid work offers an easy, effective solution: cutting commute stress and giving people greater control over their workday.

Moviment Graffitti proposes:

1. Mandatory legislation giving employees the right to request to partly work from home, with the need of a reasonable justification for refusal on the part of the employers.

2. Establish a strong legal framework to protect hybrid workers: recognising remote work in employment law, ensuring fair working hours, and clarifying who pays for home-office costs. Countries like Germany, the Netherlands, and Canada already have policies like these.

“Hybrid work is not a one-size-fits-all fix. Many industries and roles simply cannot adopt it. We recognise this” – which is why Moviment Graffitti said it is presenting a broader package of work-life balance measures tailored to different sectors.
