The the Irrestawra Darek grant scheme for the Gozo Region is now open, with a total allocation of €2 million dedicated to supporting the restoration, conservation and maintenance of properties across Gozo.

The Planning Authority said that as with the regional editions rolled out in Malta, the scheme is open to owners of private residences, NGOs and businesses located within the UCAs of all localities of the Gozo Region.

The Authority extended its appreciation to all those who submitted their interest in Regjun Punent and Regjun Nofsinhar, both of which became over-subscribed within days of opening.

This strong level of demand demonstrates the value that communities place on maintaining their built heritage, it said. ”It is also precisely why the Authority is opening the scheme region by region: to ensure a fair and transparent system in which everyone has an equal opportunity to apply.”

The Authority explained that the allocation for each region is based broadly on the number of dwellings located within UCAs in that locality or region, ensuring a balanced and proportional distribution of funds.

Applications for the scheme will opens today – Wednesday – and will remain available until the 1st of April. In line with the Authority’s established procedure, applications will be assessed strictly in the order in which they are received, ensuring a fair and transparent process.

Eligible applicants may benefit from the following maximum grant thresholds:

• Up to €15,000 for restoration works on all properties located within Urban Conservation Areas (UCAs);

• Up to €100,000 for the restoration of Grade 1 scheduled buildings situated within UCAs;

• Up to €50,000 for Grade 2 scheduled buildings within UCAs.

The Authority said that this regional scheme forms part of the its ongoing efforts to assist property owners in taking care of their buildings, encourage investment in traditional streetscapes, and safeguard the architectural character of Gozo’s towns and villages.

Phase 1: Expression of Interest

Residents of the Gozo Region may submit their Expression of Interest as from today up until the 1st of April. Applications may be submitted online via the Planning Authority website or in person. During this phase, the Authority will verify eligibility and request site plans where necessary.

Once the application period for the Gozo Region closes, a new period, for a new region will start and once again there will be a dedicated application period.

Phase 2: Full Application – Request for Funding

Applicants who pass Phase 1 will be invited to submit:

• Detailed site plans

• Photographs

• Method statements

• Bills of quantities and cost estimates

• Ownership/consent declarations (including multi-owner declarations)

• De minimis declaration (for undertakings/commercial properties only)

Submissions will undergo technical assessment by the Heritage Planning Unit and evaluation by the Development Fund Committee.

Monitoring, Payments, and Completion

Once approved, applicants must file a Commencement Notice at least five days before starting works and ensure all permits are in hand.

Payments are made directly to beneficiaries:

• Single full payment for buildings in UCA

• Up to three phased payments for scheduled buildings

The Authority said that projects must be completed within 48 months from the date of the Letter of Conditional Approval.
