Issuing of residence permits for Third Country Nationals

The Ministry of Foreign Affairs wishes to draw the attention of Third Country Nationals (being persons who are not EU nationals) who:
· are the spouses or the dependants of citizens of Malta,
· are entitled to hold ‘exempt person’ status and
· have the right of free movement in and out of Malta,
that they are required to be in possession of a Uniform Residence Permit especially for travelling purposes.
Such document is required when travelling within the Schengen area as well as when exiting or entering the said area; otherwise the person concerned is required to be in possession of a visa.
The Uniform Residence Permit has replaced the endorsement, which was previously stamped by the Police Immigration Authorities in the holder’s passport in order to reflect the immigration position in Malta of the above-mentioned persons. The said rubber stamp endorsement is no longer valid for travel purposes and this includes return to Malta.
