The National Independent Forum for Sustainability (NIFS) has said in a statement that it commends the authors of the 'Draft Management Plan Brief' for the Park Nazzjonali tal-Inwadar for their comprehensive and wide-ranging document, which, it said, "is marred only by a fundamental internal contradiction."
NIFS stated that it has consistently insisted that the proposed construction of an educational and residential facility by Sadeen Investments Ltd. at Zonqor is fundamentally incompatible with the safeguarding of the landscape, and with the concept of the park. "The 'Draft Management Plan Brief' provides further evidence, if any were needed, of this fundamental incompatibility."
"Section 4 of the Draft Brief also makes it clear that the proposed construction of an educational and residential facility is fundamentally incompatible with a number of principles in the recently-adopted Strategic Plan for the Environment and Development (SPED)."
NIFS added that, "table 7 of the Draft Brief, for instance, lists 15 SPED policies, and defines their applicability to the park. The proposed construction project poses a threat to, or conflicts directly with, at least 8 of the applications of SPED policies to the area of the park, as identified in the document."
"NIFS is therefore recommending that, under section 10.1.1: 'Boundary extension', the following sentence be deleted: "The land area transferred for the development of the American University of Malta as per the Parliamentary Resolution of 16th December 2015, is proposed for exclusion from the park's confines" (page 52)," it said.
"This on the grounds that such a proposal would be in direct contradiction to the principles and polices laid down in SPED, as well as contradictory to the findings of the 'Draft Management Plan Brief', and furthermore would pre-empt, subvert and prejudice due process when the planning application for the said construction works is being considered," NIFS concluded.
