Election to appoint executive committee of the Local Councils' AssociationAn election to elect the committee of the Local Councils’ Association, consisting of eleven members, is being held on Saturday, the 9th of October.

The Electoral Commission advised that three elections will be held: one to elect a president of the association, one to elect four members from a general list and one to elect a member, which member will be the president of the region, one from each of the six regions as laid down in the Association of Local Government Authorities Regulations (Legal Notice 363.06).

It explained that each election will be held if there is more than one nomination for the presidential list, more than four nominations for the general list and more than one nomination for each of the six regions of – Gozo, northern, eastern, West, Port and South.

The Commission added that in the case of elections for president of the association or of the general list, elected councillors may be appointed. In the case of the election of the presidents of the regions they may be nominated or resident in a locality located in the same region or councillors elected in a local council forming part of that region or president of the region in office. until the date of the opening of the election nominations, ie the 22nd of September 2021.

Nominations in the case of the three mentioned elections shall be made, in the case of nominations in Malta at the Electoral Office, Evans Building, Merchants Street, Valletta, and in the case of nominations in Gozo at the Identity Card Office, St. Francis Square, Victoria, Gozo, on Wednesdays, Thursdays and Fridays, the 22, 23, and 24th of September, from 9.00am to noon.

Each nomination must be made on the scheduled form which can be obtained from either the Electoral Office or the local councils, the Commission said.

A candidate may not contest in more than one list. Each nomination, which must be signed and submitted by the candidate himself or, in the event of illness or travel, by a representative authorised by him in writing, must bear the signatures of one proposer and two secondaries.

The proposer and the two secondaries must also be councillors but while the proposer must be a councillor from the locality of the candidate himself, the two seconders must be councillors from two different localities and who are not from the locality of the candidate. The candidate or representative must sign that he / she is accepting the nomination, the Commission said.

All councillors in office may vote in this election and shall vote on three ballot papers, one for the candidates on the presidential list, one for the candidates on the general list and another for the candidates on the regional list concerned. Voting is by proportional system using one vote transferable according to preferences.

Councillors vote at their local council office on Saturday, the 9th of October between 8.00am and 11.00am, but those councillors who declare in writing and under oath to the Electoral Commission by noon on Friday, the 1st of October, who will be abroad or hospitalised on the 9th of October, will be able to vote at the Counting Complex in Naxxar on Saturday, the 2nd of October, between 8.00am and 11.00am. Each voter must present their identity card.

The Electoral Commission will be represented by the executive secretaries of the local councils who in the case of the local councils in Malta must deliver the sealed ballot papers together with all the election documents in the Counting Complex in Naxxar. Transport will be provided so that the executive secretaries of the local councils in Malta can deliver all the necessary documents to the Counting Complex.

With regard to the Gozo Region, the executive secretaries of Gozitan local councils shall deliver the sealed ballot papers together with all election documents at the Identity Card Office, Victoria, Gozo, just after the close of voting at 11.00am on the 9th of October.
