Moviment Graffitti has has expressed its serious concern that an application by Gozitan developer Joseph Portelli, which will add 73 apartments to create a “monstrous 125-unit complex in Sannat,” has “magically been flipped from recommended for refusal to recommended for approval.”
It said that the giant block will be just off Ta’Cenc cliffs and “will destroy Sannat’s character.”
Twelve organisations in a joint statement had also recently raised “serious concerns” about the “totally irregular processing” of application (PA/02087/21).
The organisation stated that this follows the Commission’s “peculiar and unjustified decision to request review of the application by the Executive Council, instead of rejecting the application, as recommended by the case officer.”
Moviment Graffitti went on to say that “the Executive Council is a separate PA organisation, led by Martin Saliba – a person who has often defended developers’ interests – which has nothing to do with reviewing these type of planning applications.”
The NGO warned that “the PA and Portelli are using new tricks, which are sickening.”
“The authorities are rolling out the red carpet for illegalities by Portelli and his partners, encouraging blatant breaking up of applications and evasion of environmental studies,” stated Moviment Graffitti.
It added that, “we have already reported illegal works closing off the entire area between the site and the cliffs and the authorities have done nothing. This development will devastate Sannat and its quaint surroundings.”
The NGO argued that, “the PA and their web of dysfunctional systems are destroying the charm and peace of our beautiful Gozitan villages.”
The application will be heard by the Planning Commission for the third time tomorrow, Friday, the 11th of March at noon.

The PA and Portelli ++ need to be castrated – fast!!!
So can someone tell me why is the Planning Department so corrupt. It seems that no one in Gozo local government departments ever wants to answer the question or do anything about it.
So, the facts speak for themselves. The local government minister Clint Camilleri …..who has done absolutely nothing to stop this flagrant abuse is obviously just as corrupt as the planning officials. Malta wants to be part of the bigger European modern picture but across all Maltese government departments, corruption is rife and is a wholeheartedly accepted practice. I live here in Gozo and regrettably have to accept the filthy corruption.
