In 2009, the Government had announced a new Budgetary Measure that was to become effective as of 1st January 2014. The Government had already made various changes to the Motor Vehicles Registration and Licensing Act, CAP 368 as part of the transitory provisions from the old tax regime to the new tax regime, for vehicles that were already registered, to take the age of the vehicle into consideration when calculating the Annual Circulation Licence Fees.

Transport Malta has said that, as from 2014, the Annual Circulation Licence Fees will be based on the age of the vehicle apart from the number of axles, the Weight and the type of Suspension.

This will result in an increase in the fees payable by some of the categories of Good Carrying Vehicles and Tractor Units. The majority of the changes and increases in licence fees paid will affect Goods Carrying Vehicles that were registered and licensed before the 1st January 2010, are over 12,500 kg and over 9 years old.

Furthermore, the Annual Circulation Licence Fees applicable for vehicles licensed for hire will also increase to be aligned with other similar vehicles. These include M1 vehicles and motorcycles apart from goods carrying vehicles.
