A public call for tenders has been issued today for the provision of the ferry service between Malta and Gozo. The current operator, Gozo Channel, will face possible competition from other companies who may apply.
In April 2004, the Government and Gozo Channel signed an agreement of exclusivity that would cover six years, guaranteeing the principles of safety, quality, regularity, continuity, frequency, capacity of service provided and fair price, as required for the customer needs in Gozo. The agreement was signed when at the time Malta was not yet a member of the European Union.
Although the agreement was signed before Malta joined the European Union, the European Commission was accused Malta of having infringed regulations that applies the principles of freedom to access markets in maritime transport in the EU.
The European Court of Justice ruled the case in favour of the Maltese Government In October 2010

So ultimately Govt had it his way. No competition, except for the tender bidding process.

A complete whole reform is needed, perhaps Arriva can also take over the ferry service and better it with good timings
